On Saturday, November 11, 2023, at approximately 12:17 p.m., the Rialto Police Department Communications Center received reports of a vehicle versus motorcycle traffic collision in the 1400 block of West Foothill Boulevard. Officers and Rialto Fire Department Paramedics arrived on scene minutes later and located the motorcyclist suffering from life threatening injuries. The motorcyclist was pronounced deceased at the scene at 12:23 p.m. The driver of the black Nissan Maxima involved in the collision remained at the scene and was identified as Haloman Tellez-Zelaya of Fontana. Tellez-Zelaya was not injured.
The Rialto Police Department’s Major Accident Investigation Team (MAIT) responded and conducted an investigation. Preliminary information indicates the motorcyclist was westbound in the #1 lane of Foothill Boulevard approaching a green light at Shopping Center Drive. TellezZelaya was eastbound on Foothill Boulevard and entered the designated left turn lane. TellezZelaya made a u-turn in front of the motorcyclist and a collision occurred. During the investigation it was determined Tellez-Zelaya was unlicensed and was issued a citation the week prior for driving without a license. Witnesses and physical evidence on scene were used to corroborate the investigators findings. Impairment does not appear to be a factor in this collision. Based on the results of the investigation, Tellez-Zelaya was placed under arrest for PC 192(c)(1)-Vehicular Manslaughter and booked into the West Valley Detention Center with a bail amount of $500,000.
